The EO expands the list of “specially designated persons” all of whom are foreigners. The Global Magnitsky Act applies to “any person” including US citizens who act in concert with them as well as US corporations employing a foreign “SDP”. The Magnitsky Act and any amendments and EO’s are addressing international crime syndicates and it makes no sense to exclude US citizens from its goal.
I don’t know how big a net the EO cast. Three of the designated individuals allegedly made large contributions to the Clinton Foundation but that may not be sufficient to confer jurisdiction. The Podesta Group acted as a lobbyist for one of the SDP but again that might not be enough to confer jurisdiction over those boys. One SDP is a Pakistani doctor involved in kidney harvesting, Muchtar Hamid Shah.
The Podesta Group shuttered its business by December 2017 which many pundits believed was due to its association with Manafort but maybe the EO was the reason. Recall that the Podesta Group was identified with the Panama Papers scandal and may have been laundering ill-gotten gains thru Panama Banks.
